At the meeting of the Eurasian Economic Commission Council on January 30, 2026, key decisions were made regarding the support of the agricultural sector in Kyrgyzstan, as reported by the Ministry of Agriculture.
The measures adopted include the provision of tariff preferences that exempt a range of socially and economically significant goods for Kyrgyzstan from import customs duties. These goods are imported for domestic consumption and processing.
First on the list is beef.
Duration of the exemption: until December 31, 2026.
Total volume: no more than 5,000 tons.
The exemption applies to:
- fresh or chilled beef (HS code EAEU: 0201 …)
- frozen beef (HS code EAEU: 0202 …)
To apply the exemption, a document issued by the authorized body is required, indicating the importers, nomenclature, and volumes of goods. Meat imported using the exemption may only be used for meat production and only by meat processing enterprises. The export of finished products made from exempt raw materials to other EAEU countries is prohibited.
Sugar is also included among the goods.
Duration of the exemption: until December 31, 2026.
Raw cane sugar (subheading 1701 13 HS code EAEU)
Total volume: no more than 20,000 tons.
The exemption is applied with a document from the authorized body of Kyrgyzstan containing information about the purpose of the goods, as well as about the importers and processing organizations. Raw sugar may only be used for processing in Kyrgyzstan, and white sugar obtained from exempt raw materials is not subject to export to other EAEU countries.
Exemptions are also provided for citrus fruits:
Duration: until December 31, 2026.
Exemption from import duties applies to:
- fresh bananas (0803901000) — 3,000 tons
- fresh mandarins (0805210000) — 2,500 tons
- fresh table grapes (0806101000) — 1,500 tons
- fresh oranges (0805102000) — 1,000 tons
- fresh mangoes (0804500001) — 500 tons
- fresh kiwis (0810500000) — 500 tons
Cocoa products are also covered by the new measures.
Duration: until April 30, 2027 (annually).
Cocoa butter (HS code EAEU 1804000000) — 300 tons.
Objectives of the adopted measures:
- ensuring stable supply to the domestic market,
- supporting processing enterprises,
- curbing price increases for socially significant products,
- developing the agricultural sector of Kyrgyzstan.
