
At the meeting of the EEC Council held on January 30, several decisions were made aimed at supporting the agro-industrial sector of Kyrgyzstan. This was reported by the Ministry of Water Resources, Agriculture, and Processing Industry of the country.
According to the information from the ministry, the new documents provide tariff benefits that exempt from paying import customs duties for a number of goods that have social and economic significance, imported into the territory of Kyrgyzstan for domestic consumption and processing.
Import of beef
The validity of this measure will last until December 31, 2026.
The import volume is limited to no more than 5,000 tons.
The benefit applies to fresh or chilled beef (EAEU HS codes: 0201 …) and frozen meat (EAEU HS codes: 0202 …).
To obtain the benefit, it is necessary to have a document issued by the authorized body confirming the importing organization, nomenclature, and volumes of supply.
The imported meat using the benefit can only be used for the production of meat products and must be carried out exclusively by meat processing enterprises. Exporting finished products made from preferential raw materials outside Kyrgyzstan and to other EAEU countries is prohibited.
Import of sugar
The term of the benefit is also until December 31, 2026.
Raw cane sugar (subheading 1701 13 EAEU HS).
The import volume is no more than 20,000 tons.
The benefit is available with a document from the authorized body of Kyrgyzstan, which specifies the purpose of the goods and information about importers and processing organizations.
Raw sugar can only be used for processing within the country. Exporting white sugar produced from preferential raw materials to other EAEU countries is not allowed.
Import of citrus fruits
The validity of this measure will also last until December 31, 2026.
Exemption from import duties is provided for the following types of goods:
- fresh bananas (0803901000) — 3,000 tons
- fresh mandarins (0805210000) — 2,500 tons
- fresh table grapes (0806101000) — 1,500 tons
- fresh oranges (0805102000) — 1,000 tons
- fresh mangoes (0804500001) — 500 tons
- fresh kiwis (0810500000) — 500 tons
The validity of this measure will last until April 30, 2027 (annually).
The amount of cocoa butter (EAEU HS code 1804000000) is limited to 300 tons.
The goals of the adopted measures are as follows:
- ensuring stability of supplies to the domestic market,
- supporting the processing industry,
- curbing price increases for essential social goods,
- developing the agro-industrial sector of Kyrgyzstan.
