In accordance with the new rules, the import of beef — fresh, chilled, and frozen (EAEU HS codes 0201 and 0202) — will be exempt from customs duties until December 31, 2026. At the same time, the total volume of supplies must not exceed 5,000 tons. To obtain this exemption, confirmation from the authorized body is required, indicating the importers, nomenclature, and volume of the goods. The imported meat is allowed to be used exclusively for production at meat processing plants, and the export of finished products to other EAEU countries is prohibited.
A similar measure will also apply to raw cane sugar (code 1701 13 EAEU HS) until the end of 2026, with a supply volume of up to 20,000 tons. To receive the exemption, a document from the authorized body of Kyrgyzstan is required, confirming the designation of the goods and containing information about the importers and processing enterprises. Raw sugar can only be used for processing within the country, and the white sugar produced from it cannot be exported to EAEU countries.
In addition, until December 31, 2026, some fruits will also be exempt from import duties: fresh bananas — up to 3,000 tons, mandarins — up to 2,500 tons, table grapes — up to 1,500 tons, oranges — up to 1,000 tons, mangoes and kiwis — 500 tons each.
Additionally, until April 30, 2027, there will be a duty exemption on the import of cocoa butter (EAEU HS code 1804000000) in an annual volume of up to 300 tons.
The Ministry of Agriculture, Water Resources, and Regional Development expressed hope that these measures will help ensure stable supply for the domestic market, support processing enterprises, curb the rise in prices for socially important products, and contribute to the development of the agro-industrial complex of Kyrgyzstan.
