The document outlines three main stages for the introduction of nuclear energy:
1. Scientific Research (until November 30, 2026)
Within this stage, a study will be conducted aimed at exploring the potential of nuclear energy and its contribution to ensuring stable and low-carbon energy supply.
A comprehensive study is planned, taking into account the possibility of using small modular reactors. It will include safety assessments, resilience to climate and seismic risks, as well as the development of scientific recommendations for the concept of nuclear energy development with public involvement.
The result will be the preparation of well-founded scientific recommendations defining the next steps in the development of the nuclear sector.

- Funding: Republican budget and international partners.
2. Assessment according to IAEA methodology (until October 30, 2026)
At this stage, a national assessment of Kyrgyzstan's readiness for the implementation of nuclear energy will be conducted across 19 areas of the IAEA methodology. This will initiate work on assessing the country's level of preparedness and developing a detailed action plan.
- Executors: Ministry of Energy, Ministry of Nature, National Academy of Sciences of the Kyrgyz Republic, and the Ministry of Emergency Situations.

3. Educational Center (until November 30, 2026)
The establishment of an educational center is planned, which will train specialists in the field of nuclear energy. International experts will be involved in this process, and a training program will be developed along with the initiation of work on creating the necessary infrastructure.
- Executors: Ministry of Energy and Ministry of Science, Higher Education, and Innovations.
- Funding: Budgetary funds, international partners, and private investments.
