According to him, unlike the mining industry and other sectors that have received international investments, civil aviation has remained without significant funding for many years. However, if Kyrgyzstan can exit the "blacklist" of the European Union, it will open doors for negotiations with foreign partners willing to invest in the development of the aviation sector.
Bostонов noted that many mistakenly believe that leaving the "blacklist" is only related to the possibility of operating flights to EU countries. In reality, this is not entirely true. According to him, "a European airline can operate flights to the European Union even now, and being on or off the 'blacklist' does not play a key role. The main thing is the overall development of the aviation industry."
He also added that Kyrgyz airlines previously purchased aircraft exclusively with their own funds. Unlike airlines in other countries that can lease dozens of Boeing or Airbus planes, Kyrgyzstan is forced to buy aircraft outright, which is related to being on the "blacklist." This also leads to the fact that insuring such aircraft costs significantly more than for foreign companies, which hinders the development of civil aviation.
According to Daniyar Bostонов, this issue is of strategic importance not only for aviation but for the entire country. "For the full development of international civil aviation, the renewal of the aircraft fleet, and the expansion of routes, it is extremely important to exit this list. This directly affects the investment attractiveness of the industry," he emphasized.
He added that if Kyrgyzstan exits the "blacklist," international investors may come to civil aviation. It is expected that this will lead to the creation of international-level airlines or the construction of large technical centers for servicing Airbus and Boeing aircraft. These centers will service not only the domestic market but also aircraft from neighboring countries and other regions.
