The GNS published an investigation on "Kyrgyzneftegaz" and schemes mentioning the Tashievs

The state institution "Salyk Service," accountable to the Tax Service, presented the results of an investigation into "Kyrgyzneftegaz," which has been titled "Oil for Themselves: How 'Kyrgyzneftegaz' Was Ruined in Five Years." As part of its "Schemes" program, the agency revealed that the company lost over 4 billion soms due to gray intermediary operations and suspicious write-offs of raw materials.

During the analysis of data and invoices for the period from 2021 to 2025, three main schemes were identified that allowed profits from state oil to flow into private hands connected with the family of Kamchybek Tashiev, the former head of the State National Security Committee (GKNB).

Details of each scheme are presented below:

Scheme 1. Artificial Inflation of Production LossesAccording to the Tax Service, "Kyrgyzneftegaz" extracted about 879,000 tons of oil over five years. The company's reports indicate a write-off of nearly 29,000 tons as production losses. However, company experts note that such losses usually do not exceed 1% of the total volume. This means that the actual figure should have reached about 9,000 tons, leaving 20,000 tons unaccounted for. At the average market price, this volume could be valued at approximately 560 million soms.

Scheme 2. Unjustified Intermediaries in ProcessingThe Tax Service indicates that hidden losses were just the beginning of a broader scheme for distributing resources through intermediaries. According to the audit, 30% of all extracted oil, amounting to 262,000 tons, was sold to private companies. Instead of sending oil directly to the already existing state plant "Kyrgyz Petroleum Company," the raw materials were first sold to intermediaries, who then resold it back to the subsidiary plant for processing under their name. This led to private firms appropriating the main profits, resulting in the state company losing more than 3 billion soms.

Scheme 3. Selective Distribution of Finished Oil ProductsThe final link in this system was the selective sale of finished oil products. After processing, the oil is divided into several products: gasoline, gas, diesel, and fuel oil, with fuel oil and diesel being the most profitable. The Tax Service reports that they were sold only through a limited number of private companies, which then resold them to other buyers, including foreign traders, while part of the fuel oil returned to the state plant. Thus, the most liquid products ended up with intermediaries, and the state enterprise lost profits.

For example, the company "Region Oil" purchased fuel oil worth nearly 466 million soms over several years. Its owner, Aydarova Nazgul Kubanychbekovna, is also an accountant in the political party "Ata-Jurt" and is involved in other companies related to oil procurement from JSC "KPK."

The investigation also revealed that the firm of Tai-Muras Tashiev was taking diesel for sale to municipal enterprises in the Jalal-Abad region. The non-liquid AI-80 gasoline and fuel oil were of no interest to Tashiev's relatives, so these products were sold to large oil traders such as LLC "Alpha Oil" and "Partner Oil." LLC "Kyrgyz-Uzbek-Azerbaijani Oil Refinery" received 83,000 tons over five years, while Tashiev Kazybek Kadyrshaevich is the director of this company, and Tashiev Shayyrbek Kydyrshaevich is the founder.

"These schemes operated during the leadership of Baigazy Matisakov — a nephew of Kamchybek Tashiev, when he headed the plant of JSC 'KPK.' It is currently being clarified how the director of the subsidiary was able to distribute the extracted raw materials at JSC 'Kyrgyzneftegaz,'" the materials from the tax service indicate.

The head of JSC "Kyrgyzneftegaz," Samsaaly Chetimebaev, reported that when he took office, there were only 1.2 million soms in the company's accounts, which was barely enough to pay salaries.

At present, most private companies involved in the supply chains have either ceased operations or are unavailable for comment. The tax authorities continue to investigate all mentioned episodes to finally determine the scale of the damage to the national budget," the tax service noted.
