The "Schemes" program of GNS revealed how people connected to Tashiev bankrupted Kyrgyzneftegaz in 5 years.
In the program "Schemes," the results of an analysis of data obtained from the State Tax Service regarding billion-dollar embezzlement in the oil sector of Kyrgyzstan were presented. According to preliminary data, "Kyrgyzneftegaz" suffered losses of more than four billion soms due to fraudulent schemes and questionable write-offs of raw materials. During the investigation of invoices and company information for the period from 2021 to 2025, three main schemes were identified through which revenues from state oil ended up in the hands of private individuals connected to relatives and close associates of the former head of the GKNB, Kamchybek Tashiev.
First scheme. Artificial inflation of production losses of oil.
Over five years, "Kyrgyzneftegaz" produced approximately 879 thousand tons of oil. The company's reports indicate that 29 thousand tons were written off as production losses. However, employees of the enterprise reported that such losses usually do not exceed one percent of the total production volume, which in this case should have amounted to about 9 thousand tons. Thus, 20 thousand tons of oil disappeared from official accounting, which at an average price could cost approximately 560 million soms.
Second scheme. Unjustified use of intermediaries in processing.
Problems with the loss of raw materials were just the beginning of a more complex chain of resource distribution through intermediaries. The audit revealed that 30% of all extracted oil, amounting to 262 thousand tons over five years, was sold to private companies. Meanwhile, the state oil refinery "Kyrgyz Petroleum Company" could have processed this raw material directly. Instead, the oil was first handed over to intermediaries, who subsequently sold it back to the subsidiary "Kyrgyz Petroleum Company" under their own name. As a result of this scheme, the main profits were received by private intermediaries, while the state enterprise lost more than three billion soms.
Third scheme. Selective distribution of finished petroleum products.
Upon completion of processing, finished petroleum products such as gasoline, gas, diesel, and fuel oil were distributed selectively. The most profitable among them are fuel oil and diesel, which were sold only through a limited number of private companies. As a result, the fuel was resold to other buyers, including foreign traders, and sometimes fuel oil returned to the same state plant. Thus, the most liquid products ended up with intermediaries, while the state enterprise lost profits. For example, the company "Region Oil" purchased fuel oil for almost 466 million soms. There were also recorded cases where diesel was taken from the plant by the firm Tai-Muras Tashiev for sale to municipal enterprises in the Jalal-Abad region. The non-liquid AI-80 gasoline and naphtha were of no interest to Tashiev's relatives, so the plant sold them to well-known oil traders such as LLC Alfa Oil and Partner Neft.
These schemes operated during the leadership of Baigazy Matisakov, a nephew of Kamchybek Tashiev, who headed the oil processing plant of CJSC KPK. Currently, it is being clarified how the director of the subsidiary enterprise carried out the distribution of extracted raw materials at OJSC "Kyrgyzneftegaz."
The crisis state of the system was confirmed by the new head of OJSC "Kyrgyzneftegaz," Samsaaly Chetimbaev.
"If we had been engaged in processing and sales ourselves, the profit would have been significantly higher. Refusing to process is a serious oversight that contradicts the interests of OJSC 'Kyrgyzneftegaz.' When I arrived, the company's account had only 1 million 200 thousand soms, and we faced enormous difficulties in paying salaries. After my appointment on March 10, we barely managed to pay off debts for one month," Chetimbaev noted.
At present, most private companies involved in the supply chain have effectively ceased operations or are unavailable for comment. Tax authorities continue to investigate all episodes mentioned in the investigation to assess the damage caused to the national budget.
