
At the III Forum of Heads of Tax Authorities of the Caucasus, Central Asia, and Mongolia, held on March 12-13 in Tashkent (Uzbekistan), the Deputy Chairman of the State Tax Service of Kyrgyzstan, Mirlan Rahmanov, participated.
According to the State Tax Service, the forum focused primarily on issues related to the shadow economy, as well as regional specifics and global trends. Participants discussed modern methods for improving the efficiency of tax administration and combating the informal economy.
In his speech, Rahmanov presented digital solutions implemented in the tax authorities of Kyrgyzstan aimed at reducing the shadow economy and optimizing tax administration.
He emphasized that the State Tax Service is undergoing a consistent reorganization of tax administration, transitioning from excessive control to modern digital approaches focused on service and cooperation with taxpayers.
A key aspect of the reforms, according to Rahmanov, is the fiscalization of tax procedures and the application of digital tools that contribute to the creation of a transparent and user-friendly taxation system.
With the help of modern digital technologies, tax authorities can analyze large data sets and shift to a risk-oriented approach in tax administration, which reduces administrative pressure on honest businesses and enhances the effectiveness of tax control.
The Deputy Chairman also spoke about the implementation of electronic tools aimed at combating the shadow economy and improving tax collection. Among them are systems such as "ESF," "VAT," "CCM," "Unified Tax Account," and "Inspector's Cabinet," as well as electronic services for taxpayers through the "Taxpayer's Cabinet."
Rahmanov paid special attention to the digitalization of market administration, citing the information system "Bazar" as an example. He noted that the implementation of this system and a special tax regime contributed to improving the transparency of marketplace operations and the accounting of entrepreneurs, as well as strengthening tax administration.
According to Mirlan Rahmanov, in large markets such as "Dordoy," "Kara-Suu," and "Madina," where the "Bazar" system has been implemented, there has been an increase in tax revenues. In 2024, compared to 2022, they increased by 62.2 percent, and in 2025, they reached 1 billion 84.6 million soms, which is more than 64 percent higher than previous figures.
The Forum of Heads of Tax Authorities of the Caucasus, Central Asia, and Mongolia serves as a platform for sharing experiences, developing joint solutions in the field of budget revenue management, and fostering international cooperation.
