
Recently, the State Tax Service of the Kyrgyz Republic announced the launch of the analytical system "Salyk Kuzot", aimed at increasing transparency in tax administration, reducing corruption risks, and creating fairer conditions for doing business.
At a press conference dedicated to this event, the Deputy Chairman of the GNS KR, Jienbekov Bakyt Muratovich, emphasized that this system was developed in response to long-standing systemic problems faced by tax authorities.
“Previously, most analytical work was done manually, and data was stored in various information systems, which did not allow for a comprehensive view. This created opportunities for abuses and collusion between unscrupulous entrepreneurs and certain employees. We sought to find a technological solution that would minimize the human factor,” he noted.
According to him, "Salyk Kuzot" was created to ease the burden on businesses, achieved by reducing the number of inspections and minimizing direct interaction with inspectors.
This system integrates information from the State Customs Service, electronic invoices, waybills, and other state information resources, which eliminates the possibility of manipulating disparate data.
“Kuzot” does not make decisions and is not a tool for punishment. It is an analytical tool that points out signals and discrepancies in the data that inspectors should pay attention to,” Jienbekov added.
The Director of the State Institution "Salyk Service," Shamshybek Kachkynbai uulu, explained how the system functions.
“It is a platform that automatically matches data from various state systems. We have designed the system to indicate discrepancies and alert specialists,” he explained.
Kachkynbai uulu also noted that with the necessary analytical settings, "Salyk Kuzot" is capable of tracking economic trends in real time, identifying new tax evasion schemes, and quickly responding to emerging risks.
Additionally, it was noted that the system monitors the actions of inspectors. In cases where the reporting appears correct but actual payments do not match the declared data, Kuzot records such discrepancies.
The head of the analytical work department of the GNS KR, Mamadaliev Bek, added that automatic data processing significantly speeds up analysis and allows for a shift from responding to consequences to preventing violations. “Kuzot” does not make decisions but only provides recommendations to inspectors, and in some cases, it can serve as a deterrent to prevent tax evasion by businesses.
The GNS KR emphasizes that the implementation of the "Salyk Kuzot" system is aimed at creating a transparent, competitive, and fair tax environment in which honest businesses gain sustainable advantages.
