In Kyrgyzstan, the rules for exporting oil and petroleum products outside the EAEU have been changed


The Government of the Kyrgyz Republic has made changes to the rules for temporarily restricting the export of oil and petroleum products beyond the customs territory of the Eurasian Economic Union (EAEU). This resolution, which amends the previous one, was adopted on March 1, 2021, and comes into effect upon its official publication.

According to the updated version, the main ban on the export of oil and petroleum products using road and rail transport remains in force; however, the government has decided to add several important exceptions to support local production. The new list of goods permitted for export includes gasoline grades AI-92 (class K-2) and AI-80, diesel fuel (class K-2), as well as fuel oil and heating oil produced at Kyrgyz oil refineries.

Additionally, the restrictions no longer apply to naphtha intended to ensure the uninterrupted operation of the country's largest energy companies - OJSC "Kyrgyzneftegaz" and LLC "China Petrol Company 'Junda'". These measures aim to support domestic processing capacities and optimize logistics processes amid an unstable situation in external markets.

The revision of export rules has become necessary against the backdrop of high volatility in the global energy market. According to experts, the escalation of the conflict between Iran and Israel has already led to an increase in crude oil prices, which requires the government to intervene promptly to maintain fuel balance and ensure energy security, as well as stable domestic prices for fuel and lubricants.
