The National Bank of the Kyrgyz Republic has issued a regulatory act that requires commercial banks to enhance their control over cash foreign currency transactions, particularly with Russian rubles. This is related to the necessity of complying with legislation concerning the fight against financing criminal activities and money laundering.
The resolution came into effect on March 1, 2023, and will remain in force until March 1, 2027.
According to the document, this decision is aimed at ensuring the safety and stability of the country's banking system, as well as strengthening the monitoring of cash foreign currency transactions in accordance with the Law "On the National Bank".
Now, commercial banks are required to provide the National Bank with information about their clients' cash ruble transactions daily, no later than 11 a.m. the following day, if the amount exceeds 5 million rubles for the operational day.
The responsibility for complying with the requirements of this resolution lies with the management of the commercial bank.

The provided information must include data on all transactions of clients, both individuals and legal entities, residents and non-residents, across all their accounts, including term, settlement, and cash ruble exchange transactions (with and without account opening).
