A bill to reform the Audit Chamber has been submitted to parliament: the number of auditors will be reduced to three
According to the draft, the powers of the Audit Chamber will be expanded, while the existing limitation that allows the agency to only audit the effectiveness of the use of state property and funds provided under state guarantees will be lifted. After the amendments, the Audit Chamber will be able to conduct financial audits, compliance audits, and performance audits.
One of the main proposals is to reduce the number of auditors from nine to three.
It is proposed that one of the auditors will be appointed upon the president's recommendation, while two will be initiated by the parliament. A chairperson will also be elected from among the auditors.
The qualification requirements are also changing: candidates must have a higher education and at least nine years of experience in the fields of economics, finance, or public auditing. Additionally, the procedure for civil service in the Audit Chamber will be adapted to the requirements of the civil service law.
The draft also includes an update of the composition of the Audit Chamber Council, which will consist of the chairperson, auditors, and staff members. The developers claim that reducing the number of auditors will save about 30 million soms from the budget.
