This initiative is implemented based on the decision of the Board of the Eurasian Economic Commission and covers both road and rail transport of goods that pass through two or more countries of the EAEU.
In the first phase of implementation, the following categories of cargo are subject to control:
- sanctioned goods (including transit, export, and mutual trade);
- products of the alcohol and tobacco industries;
- light industry goods and radio electronics.
The mandatory use of navigation seals is required if the transport route passes through the territory of two or more countries of the Union, regardless of where the transport begins and ends—within the Union or outside of it.
“The introduction of navigation seals is aimed at accelerating processes and eliminating obstacles: vehicles with seals will be able to cross internal borders of the EAEU without the need for inspection and delays, which will reduce downtime. The creation of a unified information space will ensure real control over the movement of goods, and the number of administrative procedures and checks will decrease,” emphasize representatives of the EEC.
Control over transportation within the EAEU is carried out by national operators of each country. In Kyrgyzstan, this function is performed by the State Customs Infrastructure JSC.
