The GNS explained what is changing in inspections after the implementation of the "Salyk Kuzot" system.
According to Bakyt Jienbekov, Deputy Chairman of the State Tax Service of the Kyrgyz Republic, this system was developed in response to the long-standing problems faced by tax authorities.
“Previously, a significant portion of analytical work was done manually, with data stored in various systems, making it difficult to obtain a complete picture. This also created opportunities for abuse and collusion between unscrupulous businessmen and certain employees. Therefore, it was important for us to create a technological solution that would minimize the human factor,” he added.
Jienbekov clarified that the main goal of the "Salyk Kuzot" system is to reduce pressure on businesses by decreasing the number of inspections and minimizing direct interactions with inspectors.
The system integrates data from the State Customs Service, electronic invoices, waybills, and other state information resources, eliminating the possibility of manipulation with disparate sources of information.
“Kuzot” does not make decisions and does not impose penalties. It is an analytical tool that identifies signals and discrepancies in data that require the inspector's attention,” noted Jienbekov.
Shamshybek Kachkynbai uulu, Director of the State Enterprise "Salyk Service," spoke about the main principles of the system's operation.
“In fact, this is a platform that automatically matches data from various state systems. We have designed the system to signal discrepancies on its own and draw specialists' attention to them,” he explained.
According to him, with the right analytical settings, "Salyk Kuzot" can track economic trends in real-time, recognize new tax evasion schemes, and respond promptly to emerging risks.
Furthermore, it was emphasized that the system has a mechanism to monitor the actions of inspectors. In cases where the reporting appears correct but actual payments do not match the declared data, "Salyk Kuzot" records such discrepancies.
Bek Mamadaliev, Head of the Analytical Work Department of the State Tax Service of the Kyrgyz Republic, noted that automatic data processing significantly speeds up analysis, allowing a shift from reacting to consequences to preventing violations. “Salyk Kuzot” does not make decisions but provides recommendations to the inspector and, in certain situations, can serve as a deterrent to prevent tax evasion by businesses.
The State Tax Service of the Kyrgyz Republic assures that the implementation of the "Salyk Kuzot" system is aimed at creating a transparent, competitive, and fair tax environment in which honest businesses gain sustainable advantages.
