In 2026, in addition to the existing "FSC" program, five more state initiatives aimed at preferential financing for agriculture are planned to be introduced. This was announced on February 11 by Mirbek Duyshiev, Deputy Minister of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic.

One of the central initiatives will be cluster financing, which has been in operation since 2022, with approximately 4 billion soms allocated for it. According to Duyshiev, around 1 billion soms will be directed towards supporting united producers, which will facilitate the creation of cooperatives and the unification of farmers. Loans available for these purposes will be provided at an annual interest rate of 6% and will cover areas such as crop production, livestock farming, and water-saving technologies.

Additionally, funding for breeding livestock, which started in 2025, will continue, as well as the program to support seed-growing and nursery farms, for which 100-150 million soms have been allocated.

The Deputy Minister emphasized that the requirements for obtaining preferential loans under the "FSC" program have been simplified. Now, the minimum conditions include the applicant having land—either owned or leased. Within two months after receiving the loan, the farmer must submit a report on expenditures, and the bank has the right to conduct an audit within three months.

A similar mechanism operates in the field of livestock farming: the farmer submits an application for the purchase of livestock and provides the necessary contracts and documents, after which the bank monitors the targeted use of the allocated funds.
