He noted that until 2022, the Agricultural Fund remained the only tool for preferential financing for agricultural producers; however, since then, the government has begun to implement various support measures.
“Today, the Agricultural Fund program has taken on a more social character. For livestock breeders and crop growers, loans of up to 500,000 soms are available without collateral; amounts exceeding 500,000 soms already require security,” Duyisheev noted.
In addition, he added that other programs have been initiated, such as cluster financing and support for breeding livestock, where loans can reach up to 150 million soms, with interest rates starting from 3%.
According to the Deputy Minister, a new feature of the Agricultural Fund-14 program is the established interest rate of 6%. Under the current government programs, rates range from 3% to 6%, with the government subsidizing part of them.
In 2025, under the Agricultural Fund-13, preferential loans were issued to 6,487 agricultural producers for a total amount of 4 billion 92 million soms. Since the start of the program, the total amount of funds disbursed has exceeded 70 billion soms, and more than 30,000 farmers and dykans have become recipients.
As Duyisheev emphasized, the program helps agrarians to timely conduct sowing and field work, acquire seeds, agricultural machinery, and livestock, as well as ensure production with all necessary resources.
