The State Tax Service (GNS) held a meeting dedicated to issues of cashless payments in the business sector. The discussion was attended by GNS Deputy Chairman Azat Almanbetov, as well as representatives from the National Bank, the Interbank Processing Center, the Union of Banks of Kyrgyzstan, and various commercial banks.
During the meeting, attention was drawn to the problems entrepreneurs face when using cashless payments, including business wallets, POS terminals, bank cards, and QR payments.
Among the issues discussed were commissions for accepting cashless payments, delays in crediting funds to entrepreneurs' accounts, lack of information about the payer in bank statements when using QR codes, as well as complex requirements and excessive procedures that hinder business operations.
In response, GNS representatives proposed a number of solutions aimed at improving the situation:
- reducing commission fees for entrepreneurs when making cashless payments;
- developing technical solutions to expedite the crediting of funds and enhance the transparency of payment information;
- utilizing existing electronic services of the GNS to verify the registration of entrepreneurs without the need for paper documents;
- initiating changes in legislation to simplify the opening of bank accounts;
- amending banking legislation to allow entrepreneurs to use personal wallets in the context of the digital economy.
As a result of the meeting, key tasks were identified for the banking sector and regulators to address the outlined problems.
Representatives of the NBKR and commercial banks expressed their readiness to consider the raised issues and take necessary measures within their competence.
