During the meeting, changes coming into effect on January 1, 2026, to the Government Resolution of the Kyrgyz Republic No. 560 dated September 30, 2014, were addressed, which impose certain obligations:
- service, dish serving, and table setting cannot be paid for separately from the main order amount;
- all components of public catering services must be included in the price indicated in the menu or price list available to the customer before placing an order;
- the final amount must correspond to the price indicated in the publicly available price list.
Round table participants noted that the sale of products and services in public catering should be based on a menu or assortment list, where prices per portion and its weight in grams are indicated. The formation of prices for dishes remains at the discretion of entrepreneurs.
Moreover, the antimonopoly service emphasized the inadmissibility of unjustified price increases. In January 2026, an increase in prices for public catering services was recorded, with some establishments raising prices by more than 15 percent.
Representatives of the restaurant business confirmed that from January 1, 2026, the service charge will not be listed as a separate line item on the bill. They also indicated that the revision of prices for dishes is related to increased costs in the following areas:
- increase in rent;
- rise in utility tariffs and prices for fuel and lubricants;
- increase in prices for food products for dish preparation;
- growth in operational expenses, including the purchase of inventory (dishes, napkins, sanitary and hygiene supplies, etc.);
- increase in employee salaries and tax burden.
Considering the social importance of the topic, the participants of the meeting reached an agreement:
- on optimizing prices for public catering services;
- on introducing discounts of 10 percent on orders and takeout of ready-made dishes.
The Association of Hoteliers and Restaurateurs will prepare analytical information for the Antimonopoly Regulation Service in the near future to jointly develop mechanisms for price stabilization.
In conclusion, the antimonopoly service reminded of the necessity for strict compliance with the legislation of the Kyrgyz Republic, protection of consumer rights, and adherence to the requirements of the Law of the Kyrgyz Republic "On Consumer Rights Protection."
