Minister of Economy and Commerce Bakyt Sydykov presented information about the draft law, emphasizing that the new provisions are aimed at simplifying and optimizing the public procurement process. An important innovation was the introduction of the concept of a state assignment, which will allow the government to directly instruct state companies or companies with state participation to carry out key tasks without the need for tenders. This mechanism will be applied in the following areas:
- culture, tourism, and historical-cultural heritage;
- education, science, and healthcare;
- events under the auspices of the Presidential Administration and its divisions;
- construction, repair, and maintenance of roads of international and national significance;
- modernization of fixed assets and development of various sectors of the economy;
- official events involving the president, the speaker, the chairman of the cabinet, and foreign delegations.
