The proposed amendments, which will come into effect in February 2025, aim to simplify the process of registering declarations, as well as to enhance the transparency and quality of the work of accredited certification bodies.
Among the main innovations:
- the possibility for applicants to specify up to three technical regulations in one application, which will help reduce administrative procedures;
- the introduction of clarified requirements for documents, according to which accredited bodies must provide detailed data from the Unified Register of the EAEU on the status of accreditation, changes, and violations, as well as information about auditor specialists;
- an updated composition of the expert commission, which will now include representatives of the authorized body, the national accreditation center, and qualified technical experts;
- the verification of documents for compliance with the testing requirements for each of the specified technical regulations must account for at least 70 percent;
- the validity period for the right to register declarations will be set for one year, and a reapplication can be submitted no earlier than six months after receiving the previous permit.
The draft was developed in accordance with the constitutional Law "On the Cabinet of Ministers" and is aimed at improving the quality of conformity assessment of products entering the market of the country and the EAEU.
