The State Tax Service answered farmers' questions at the fair in Bishkek
On January 10, 2026, a fair opened in Bishkek, where the team of the State Tax Service (STS) presented information about new tax rules that came into effect on January 1, 2026. On the first day of the fair, representatives from various STS departments actively interacted with participants, providing consultations and clarifications on relevant issues.

An information zone was created at the fair, inviting representatives from government structures and NGOs for explanatory discussions with participants. On this day, STS specialists discussed the tax changes for 2026 in detail and answered numerous questions.

Aibek Mamatov, head of the STS methodology department, noted that this dialogue was more relevant than ever.

- We came to the fair to answer questions from farmers and processors, as well as to explain how to legally sell their own products or goods purchased from producers. We informed them about the necessity of registering as individual entrepreneurs, the categories of entrepreneurs working under a patent, and the duration of its validity, - Mamatov said.

Special attention was given to the new rule that prohibits the use of personal QR codes of individuals in commercial activities starting from January 1, 2026.

- Using a personal QR code linked to an individual for business purposes may result in a fine. It is necessary to open a bank account for individual entrepreneurs and obtain a separate QR code that will be linked to it. This QR code can be used both at fairs and in other retail locations, - Mamatov explained.

Participants were also informed about the possibility of online registration as individual entrepreneurs and obtaining patents. According to STS representatives, these procedures are available in electronic format with an email address and internet access.

Many questions were raised regarding the taxation of agricultural producers.

- Agricultural producers who grow their own products are exempt from taxes. This norm has been in effect for many years. The state, as an agrarian country, supports farmers, livestock breeders, and beekeepers, - Mamatov added.

The issue of reporting was also discussed; beekeepers were interested in the necessity of submitting reports while working in apiaries in the mountains.

- If there is no activity, zero reports do not need to be submitted. Reporting and patents are only issued for periods of actual business activity. Growing products is not considered entrepreneurship until the moment of sale, - explained the STS representative.

Taxes are paid at the place of activity. For example, the fair in Turdakuna Usubaliev Square belongs to the Pervomaisky District, while the fair in the Vostok-5 microdistrict belongs to the Sverdlovsky District.
