Putin restricts the export of cash rubles and gold from Russia

Starting from April 1, 2026, citizens of Russia will not be able to export cash rubles to the EAEU countries (Armenia, Belarus, Kazakhstan, and Kyrgyzstan) in amounts exceeding the equivalent of 100 thousand dollars. This decree was signed by President Vladimir Putin.

For individual entrepreneurs and legal entities, the restrictions will apply regardless of the amounts. However, the export of cash rubles through international airports in Russia will be permitted.

When exporting cash, both individuals and legal entities, as well as individual entrepreneurs, will need to provide banking documents confirming that the funds were withdrawn from their accounts.

Starting from May 1, 2026, restrictions will also be introduced on the export of gold bars weighing more than 100 grams. The export of such bars to EAEU countries will only be allowed through certain airports and with the permission of the Federal Assay Chamber. For individuals, these restrictions will apply not only to EAEU countries but also to other states.

After the onset of military actions by Russia in Ukraine, the country's authorities established restrictions on the export of currency exceeding 10 thousand dollars. The export of rubles had no restrictions; however, amounts over 10 thousand dollars were subject to mandatory declaration.

In December 2025, Deputy Prime Minister Alexander Novak stated that the government intends to prohibit the "uncontrolled export of cash rubles, the origin of which is not established (including to EAEU countries), as well as the export of gold in bars."
