
The Legislative Chamber of the Oliy Majlis adopted a law on March 17 that introduces liability for insults, obscene language on the internet, and other offenses. It is being sent to the Senate, reports "Gazeta.uz".
The first reading of this document took place in early February.
The amendments introduce penalties for the use of offensive language in telecommunications networks, as well as for insulting behavior towards citizens and actions that violate public order. Additionally, the dissemination of materials that may promote participation in military actions falls under this responsibility.
For internet hooliganism, including insults and humiliations, a fine of up to 5 million sums or administrative arrest for up to 10 days is provided.
The bill also introduces liability for the dissemination of materials in the media and on the internet that incite the commission of offenses. This is intended to help prevent the popularization of such actions and their imitation.
According to Deputy Saidullo Azimov, the document was revised for the second reading taking into account suggestions and comments.
Thus, initially, a separate article on internet offenses was combined with norms on petty hooliganism. The formulations were also clarified: instead of the general term "committed offense," it now states "offense committed by the person himself."
Furthermore, the new version introduces liability for concealing, losing, or damaging seized property if it hinders enforcement actions. The consideration of such cases will fall under the authority of the Bureau of Enforcement, excluding the possibility of reconciliation.
The amount of the fine for this offense has been reduced from 100 to 20 basic calculated amounts, taking into account the principle of proportionality.
The bill also includes liability for the dissemination of materials that promote participation in military actions outside the country.
