
The construction of the facilities was discussed and approved at a parliamentary meeting on March 4. The project aims to improve the material and technical base of the Border Troops of Tajikistan.
The First Deputy Chairman of the State Committee for National Security of Tajikistan (SCNS), Murodali Rajabzoda, reported that the implementation of the project will take place in three phases, and exchange letters concerning the second phase have already been signed.
The total area of the planned construction will be 17,109 square meters, and the costs for building the border facilities are estimated at approximately 569 million somoni (424 million 830 thousand Chinese yuan), which are provided by China as a grant.
According to Rajabzoda, the Tajik side will take responsibility for exemptions from taxes and customs duties, as well as other mandatory payments within the framework of the project.
Information about the specific areas where the border facilities will be located has not yet been disclosed.
China will also take on the responsibility of providing all necessary infrastructure for these facilities.
Member of the Majlisi Namoyandagon Committee on Law Enforcement, Defense, and Security, Bakhriddin Ziyoi, noted that the Chinese side will be engaged in conducting research, design, as well as supplying the necessary equipment and construction materials.
China also intends to send engineers to Tajikistan to install and configure the equipment, as well as to furnish the facilities with office and residential furniture, computers, and other amenities.
Additionally, the Chinese side will construct access roads, water supply and electricity supply lines, and will address other aspects of the infrastructure.
Funding for this project will begin after the completion of all internal procedures in China.
Ziyoi also reported that the exchange letters were approved by the government of Tajikistan back in November 2025 and coordinated with other ministries and agencies.
These letters underwent anti-corruption expertise, and no conditions conducive to corruption were identified, he added.
According to the SCNS, during the first phase of the project in 2017–2018, 12 border facilities were built in the border areas of Tajikistan with Afghanistan with funding from China.
