As of January 1 of this year, new tariffs for drinking water, waste disposal, and a number of other utility services have come into effect in Tajikistan. As reported by Jamshid Tabarzoda, head of the Housing and Communal Services Committee, at a press conference, these changes will affect the population, with tariffs increasing by 15%, and enterprises, where the increase will be 30%.
According to Tabarzoda, the main goal of the tariff revision is to improve the quality of provided utility services, update engineering infrastructure, and ensure the reliable operation of the housing and communal sector.
Water Supply and Sewerage Tariffs
According to the new decision, the price for 1 cubic meter of drinking water for the population (with a water meter) will be 1 somoni 50 dirams.
The cost of wastewater disposal (sewerage) is now 76 dirams per 1 cubic meter.
Considering the consumption norm of 5.4 m³ per month, the expenses for drinking water for one person will be:
8 somoni 10 dirams — for drinking water;
12 somoni 20 dirams — including wastewater disposal without a water meter.
The calculations are based on an average consumption of 180 liters of water per day.
For budget institutions, the tariff is set at 3 somoni 15 dirams per cubic meter of water,
and for self-financing and private companies — 5 somoni 43 dirams.
Regional Differences in Tariffs
Tariffs vary depending on the region. The document from the Housing and Communal Services Committee defines the following price ranges.
Drinking Water:
- for the population — from 1.40 to 1.82 somoni per 1 m³;
- for budget institutions — from 2.26 to 3.90 somoni;
- for enterprises and organizations — from 4.52 to 7.25 somoni.
Sewerage Services:
- for the population — from 0.76 to 0.99 somoni per 1 m³;
- for budget institutions — from 1.64 to 2.05 somoni;
- for enterprises and organizations — from 2.83 to 3.38 somoni.
Solid Waste Disposal
The average tariff for solid waste disposal is 4 somoni 74 dirams.
In particular:
- solid waste disposal — 6.83 somoni per 1 m³;
- waste disposal using a KAMAZ truck — 35.65 somoni per 1 m³;
- sanitary cleaning of territories — 1.13 somoni per 1 m²;
- maintenance of housing stock — 0.17 somoni per 1 m².
It is worth noting that for each additional kilometer of disposal exceeding the established distance, a fee of 0.80 somoni is charged.
Where the New Tariffs Apply
According to the information from the department, the new tariffs are in effect in more than 45 cities and districts of the country.
Among them are cities and districts such as Bokhtar, Kulob, Kanibadam, Istaravshan, Penjikent, Vahdat, Tursunzade, Gissar, Nurek, Rasht, Isfara, Murghab, Darvoz, Rushon, Shugnon, Roshkala, Varzob, Yovon, Farhor, Khuroson, Dangara, and others.
It should be noted that not all utility enterprises in cities and districts are subordinate to the Housing and Communal Services Committee.
In some regions, tariffs are approved by local authorities, taking into account the specifics of the region, the technical condition of infrastructure, and the structure of communal organizations.
The Situation in Dushanbe
We remind you that as of September 1 of last year, tariffs for water supply and sewerage services were also increased in Dushanbe.
According to the new decisions:
- for the population (with a water meter) — 2.60 somoni per 1 m³ (previously — 2.26 somoni);
- for budget organizations — 3.59 somoni per 1 m³ (previously — 2.77 somoni);
- for commercial organizations — 9.10 somoni per 1 m³ (previously — 4.28 somoni).
For consumers who pay for water without a water meter, the monthly fee per person is:
- for multi-storey buildings — 28.07 somoni (previously — 10.61 somoni);
- for private houses with water supply and sewerage — 23.39 somoni (previously — 7.10 somoni);
- for houses using street water distribution columns — 7.41 somoni (previously — 4.94 somoni).
