
According to the president, three incidents that occurred near the Azerbaijani embassy in Kyiv in July, August, and November 2025 were the reason for his statements. Ilham Aliyev noted that after the first strike, Baku considered it an accident and provided the Russian side with the coordinates of all its diplomatic facilities, including consulates and cultural centers. However, subsequent attacks, in his opinion, indicated "deliberate aggression" against the diplomatic mission.
The president also reported on the damage suffered by Azerbaijani infrastructure in Ukraine, including energy facilities of the state oil company SOCAR, which are important for the supply of Azerbaijani gas. Earlier, the Azerbaijani Ministry of Foreign Affairs reported significant damage to the embassy building as a result of a strike by an Iskander-type missile, but there were no casualties, although several staff members were injured.
Aliyev emphasized that Baku is responding to the situation exclusively through diplomatic means, having summoned the Russian ambassador to the Ministry of Foreign Affairs and sent diplomatic notes and special statements.
The Russian side rejected the accusations of deliberate strikes. The Russian Ministry of Foreign Affairs stated that the damage caused to the Azerbaijani diplomatic complex in Kyiv could be the result of a malfunction of Ukrainian air defense systems, specifically Patriot missiles. After the incident on November 14, the Russian foreign ministry expressed regret over the damage to the embassy building.
The President of Azerbaijan characterized the events as a "hostile act" towards his country and added that the Azerbaijani government has taken all necessary diplomatic measures.
