Aliyev accused Russia of strikes on the Azerbaijani embassy in Ukraine. The Russian Foreign Ministry stated that this is 'not true'

Ilham Aliyev
During a panel discussion at the Munich Security Conference, Aliyev responded to a question about whether he had discussed with Vladimir Putin the strikes on energy facilities owned by Azerbaijani companies as a result of Russian attacks on Ukraine.

According to the president, this issue has been raised multiple times during various meetings between representatives of foreign ministries and presidential administrations. He emphasized that in addition to attacks on Azerbaijan's energy infrastructure, there were also three attacks on the embassy in Ukraine.

“After the first strike, we assumed it was an accident, so we provided our Russian colleagues with all the coordinates of our diplomatic missions, including the consulate and cultural centers. However, despite this, two more strikes followed, confirming the deliberate nature of the attacks on our representation,” noted Aliyev.

The president added that Azerbaijan can only respond through diplomatic channels and has already taken the necessary steps, but considers these actions unfriendly towards his country.

In response to Aliyev's accusations, the Russian Foreign Ministry denied the information about “targeted strikes” on Azerbaijani facilities, stating that such claims “are not true.” The Russian foreign affairs agency also pointed out that in November 2025, the Azerbaijani ambassador in Moscow was expressed sincere regret regarding the damage to the buildings and territory of the Azerbaijani diplomatic mission in Kyiv, which was explained by “incorrect operation” of the Ukrainian air defense.

The Russian Foreign Ministry additionally confirmed that Russian military forces are striking legitimate military targets, taking into account the location of foreign diplomatic missions.

In July 2025, the Russian army attacked buildings adjacent to the Azerbaijani embassy in Kyiv, resulting in casualties and injuries, although the diplomatic institution itself was not harmed. A month later, during an attack on Kyiv, the embassy building was damaged by the shockwave from a missile explosion, causing some windows to shatter and cracks to appear on the roof of the consular section. Then, on the night of November 14, the building was again affected by debris from a Russian attack.
