
The President has signed a decree to hold a referendum. The document states: “To submit the draft of the new Constitution of Kazakhstan to a republican referendum with the following question: ‘Do you accept the new Constitution of the Republic of Kazakhstan, the draft of which was published in the media on February 12?’
The organization and conduct of the voting have been entrusted to the central, territorial, and local electoral commissions, while the government has been tasked with ensuring the necessary measures for the successful conduct of the referendum in cooperation with the Central Election Commission and other state bodies.
The establishment of the Constitutional Commission took place on January 21. Initially, it was planned to amend 77 articles of the Basic Law, which constitutes 84% of the text. However, on January 29, the commission members concluded that the proposed changes were so significant that it would be advisable to adopt an entirely new Constitution. The President noted that these amendments would radically change the state structure.
On January 31, the draft of the new Constitution was presented, which includes a preamble and 11 sections, totaling 95 articles. After further refinement, on February 11, the reform commission proposed to submit this draft for a referendum.
The President has repeatedly emphasized that the final decision will be made by the people of the country.
It is worth noting that the last referendum in Kazakhstan took place in October 2024, when citizens voted on the issue of constructing a nuclear power plant.
