Tokayev emphasized the opinion of professional lawyers who suggested clarifying certain provisions of the Constitution, particularly regarding presidential elections in cases where the president is unable to fulfill his duties due to unforeseen circumstances.

According to the president, under the current Constitution, the powers remaining with the president are transferred to the chairman of the Senate. "If the chairman of the Senate is unable to perform his functions, the powers are transferred to other officials in accordance with the established procedure. This is important, as the 'remaining term' can vary from six months to six years. Therefore, it is necessary to clearly stipulate in the fundamental law the requirement for holding extraordinary elections within two months in the event of the president's early departure," he added.

Furthermore, the president emphasized that this aligns with the best international practices. According to him, any head of state should come to power through elections, that is, in a legitimate manner. This principle, as Tokayev assured, will remain unchanged for all future presidents.
