In Kazakhstan, the position of vice president will be established and the parliament will be renamed.


In Kazakhstan, there are plans to introduce the position of vice president, while the post of state advisor may be abolished. This was announced by President Kassym-Jomart Tokayev at the National Kurultai.

According to the president, the vice president will represent Kazakhstan at international forums and negotiations, as well as interact with public and scientific organizations, carrying out the tasks assigned by the head of state. These functions are to be outlined in the constitution. There are also plans to eliminate a number of structures that support the work of parliament, along with the position of state advisor.

Furthermore, Tokayev noted that the structure and functions of the presidential administration will be reviewed in accordance with current political requirements. He pointed to the existence of the vice presidential position in various countries, emphasizing that its introduction will help stabilize governance and clarify the power hierarchy. The head of state added that this innovation does not imply a weakening of presidential power; on the contrary, it reaffirms its central position in the state structure.

Tokayev also made an important proposal regarding presidential elections. He reminded that in the event the president is unable to fulfill their duties, the powers are transferred to the chairman of the Senate, and if they are also unable, to other appointed individuals.

“It is important to enshrine in legislation that in the event of the president's early departure, extraordinary elections must be held within two months. The legitimacy of any president's power should be based on elections,” he added.

During his speech at the V session of the National Kurultai in Kyzylorda, Tokayev proposed changing the name of the country's parliament to "Kurultai." This proposal was part of the key ideas presented by the working group.

The new unicameral parliament, according to the president, may consist of 8 committees and 145 deputies (currently there are 148), who will be elected for a term of 5 years. Tokayev also suggested abandoning the presidential quota and the quota for the Assembly of the People of Kazakhstan in the new parliament.
