Anti-Corruption Agency calls for punishment of Uzbekistan's Minister of Culture for receiving money at a wedding

The video recording that sparked the investigation quickly spread on social media, provoking active discussions. It shows Nazarbekov, as the head of the Ministry of Culture, performing at a wedding celebration and accepting cash from the attending guests. Public opinion was divided: some users recalled his artistic past, while others condemned the minister's actions as unacceptable.

According to available information, the incident occurred at the wedding of the son of the famous artist Yahybek Muminov, where many prominent cultural figures were present. The press service of the Ministry of Culture noted that the recording was made on October 25, 2025, during the marriage ceremony of one of the ministry's employees.

The ministry explained that Nazarbekov did not plan his performance in advance, and refusing to perform could have been perceived as disrespectful to the guests. Representatives of the Ministry of Culture also noted that giving money to performers does not contradict current legislation and is part of traditional culture.

The official statement emphasizes that such events in Uzbek traditions are considered "orzu-havas" — desirable and lavish celebrations. Nazarbekov, as a people's artist of several Central Asian countries, is viewed in the context of his creative activity.

However, the Anti-Corruption Agency took a different stance, pointing to possible violations of the law. The agency referred to Article 13 of the Law on State Civil Service and the Model Rules of Conduct for Civil Servants, which prohibit them from engaging in paid activities, except for scientific, pedagogical, and creative work. They must also avoid actions that could undermine the authority of the government.

The Anti-Corruption Agency sent a request to the government for disciplinary action against the minister, including the need for a strict warning about compliance with the laws. The agency added that the behavior of civil servants that contradicts ethical norms will be under constant scrutiny.

This is not the first time Nazarbekov's actions have raised questions. In 2024, he became the hero of an advertisement for a clothing store, which led to a fine for the entrepreneurs from the competition committee. In August 2025, he also appeared in a commercial urging enrollment in a private university. The Ministry of Culture stated in both cases that the minister's actions were not aimed at making a profit.
