According to resolution No. 208, signed by the chairman of the cabinet Adylbek Kasymaliev on March 31, the plots (contour No. 202 with an area of 4.37 hectares and contour No. 411 with an area of 5.63 hectares) will be used for the construction of apartment buildings.
The instruction for the implementation of this decision was issued to the administration of the Alamudun region, including the payment of compensation for possible losses and lost profits in agriculture in accordance with the legislation of the Kyrgyz Republic.
It is worth noting that Karganbek Samakov, as well as a number of high-ranking officials, including former Prime Minister Igor Chudinov and former Deputy Prime Minister Iskender Aydaraliev, were accused of the illegal transformation of land plots totaling 262 hectares in the Alamudun region. A criminal case against them was initiated on May 14, 2015.
In December 2017, the Oktyabrsky District Court of Bishkek sentenced Samakov to ten years in prison. However, after two amnesties, his sentence was reduced by two-thirds. His son Kubanychbek Samakov (currently a deputy of the Jogorku Kenesh) and other defendants in the case, such as Abai Tashtanbekov, Alikbay Sariev, Ernis Koichumanov, and Urmat Nurdinov, received eight-year sentences, which were also reduced considering the amnesty.
Former Prime Minister Igor Chudinov and former First Deputy Prime Minister Iskender Aydaraliev paid a fine of 5 million soms each.
On March 11, 2019, Karganbek Samakov was released from the colony and transferred to a settlement colony by the decision of the Leninsky District Court of Bishkek.
In February 2021, the Supreme Court annulled the previous sentences and sent Samakov's case for reconsideration to the Oktyabrsky District Court with a new composition.
As a result, the Oktyabrsky District Court dismissed the case against Samakov, and in September 2021, the Bishkek City Court confirmed this decision.
