She claims that the ban imposed by the city hall on issuing certificates has caused dissatisfaction among citizens, as it restricts their rights to own apartments.
Satybaldieva pointed out that this measure hinders residents from obtaining technical passports and registering their residency, as well as preventing the alienation of their living spaces to third parties.
However, Vice Mayor Azamat Kadyrov refuted these accusations, stating that municipal authorities have not imposed any restrictions on citizens.
“We are not holding people hostage. I ask you to speak correctly,” he noted.
Salavat Shayahemtov, a representative of the Builders' Union, added that difficulties in obtaining certificates create additional problems. Due to the inability to re-register apartments, tax obligations remain with the developer.
“People are deprived of the opportunity to formalize inheritance, mortgage their property, or resolve everyday issues. Without a certificate from the State Tax Service, it is impossible to obtain documents from the city hall, and without a document from the municipality, it is impossible to re-register apartments to new owners. We have fallen into a vicious circle,” he explained.
