
In Osh, a seminar was held that brought together experts to discuss the relationship between the protection of human rights and national security issues.
The event was organized by the public fund "Bir Duyno Kyrgyzstan" with the support of the expert community. The seminar included lawyers, legal experts, human rights defenders, as well as representatives from the Ombudsman Institute for the Osh region and civil society activists.
Experts noted that there have been significant changes in anti-extremist legislation in Kyrgyzstan over the past few years. Discussion participants emphasized the need for a deeper analysis of law enforcement practices, taking into account both internal realities and international standards.
During the discussion, attention was drawn to the importance of coordinated approaches to evaluating statements and materials, as well as the necessity of forming independent expertise. Participants concluded that a comprehensive approach and improved methodologies could ensure a more objective consideration of cases.
Additionally, issues regarding the quality of expert opinions and the delineation of powers between the court and experts were discussed. Participants pointed out the need to involve specialists from various fields, such as linguistics and religious studies.
An important aspect of the discussion was the preventive measures through education, increasing the legal literacy of the population, and developing dialogue between state structures and society. Special attention was given to supporting vulnerable groups and expanding their participation in public life.
As a result of the seminar, participants formulated recommendations aimed at improving legislation and law enforcement practices, as well as strengthening mechanisms for the protection of human rights.
The organizers from "Bir Duyno Kyrgyzstan" emphasized that such expert platforms contribute to establishing a professional dialogue and finding balanced solutions in the fields of security and human rights.
