Emilbek Baltagulov was born on September 28, 1981, in the Chatkal district of the Jalal-Abad region. In 2004, he graduated with honors from the Faculty of Arts of Osh State University.
In his professional career, he has experience working as a teacher, artistic director, and performer. He also served as the deputy director of the Jalal-Abad Regional Philharmonic and managed the Jalal-Abad College of Culture and the Kyrgyz Drama Theater named after Barpy. Baltagulov has previously held the position of director of this philharmonic.
Emilbek is a laureate of both international and national competitions. He has been awarded a Certificate of Honor from the ministry and received the badge "Excellence in Culture."
