Presidential Payments to Healthcare Workers. The Ministry of Health Discussed New Salaries and Allowances

Starting from April 1, doctors and nurses in Kyrgyzstan will receive bonuses from the presidential fund, known as presidential compensation payments. This was announced by Klara Oskonbaeva, head of the budget policy and financial analysis department of the Ministry of Health, during the broadcast of the "Kabara" program.

According to her, the base salary for doctors currently stands at 7,040 soms, and each specialist has an individual coefficient set. For example, for family doctors, this coefficient will be increased to 2.85.

Oskonbaeva explained that "the base coefficient is currently 3.25 and will increase to 4.45 starting April 1. Thus, a young specialist who has worked for a year in residency and is employed at the CSM as a family doctor will receive 31,322 soms, whereas currently, their salary is 22,880 soms."

Additionally, she noted that bonuses are provided for specialists working in rural or remote areas. For example, there is an additional payment of 1,800 soms for work in rural areas, while in remote areas, the bonus varies from 5% to 50% depending on the region, which can significantly increase income.

Starting April 1, a new type of compensation will also be introduced - the presidential bonus. Oskonbaeva reminded that at the People's Kurultai, the president instructed to raise the salaries of doctors and nurses by an average of 100%. As part of this initiative, presidential compensation payments will be introduced, amounting to 15,000 soms for doctors and nurses working full-time.

Nuradil Karypbaev, head of the staffing and salary analysis department of the Ministry of Finance, added that the initial plan was to increase payments by 50%, but at the president's initiative, it was decided to set the amount at 15,000 soms for core staff and 5,000 for technical personnel.

Oskonbaeva clarified that the amount of payments will be proportional to the work rate: if a doctor works part-time, they will receive 7,500 soms.

As an example, she cited a situation where a doctor has a coefficient of 2.4, and the base salary is 16,896 soms. Starting April 1, the salary will increase to 27,104 soms. This amount is supplemented by bonuses for experience and qualification: for experience over 15 years, an additional payment of 8,130 soms is provided, and for the first qualification category - 4,000 soms. Thus, a doctor working full-time will receive 44,900 soms "net" after all deductions to the Social Fund, whereas previously their salary was 18,693 soms.

As for young specialists, they will receive about 35,000 soms. The salary of a young doctor without experience is 16,896 soms, and "net" they previously received about 13,000 soms. This did not allow them to feel motivated, and currently, there is a shortage of about 6,000 doctors in the country. After the salary increase, young doctors will be able to earn 35,000 soms, which is more than double their previous income.

It should be noted that the last time doctors' salaries were increased was in 2024. However, due to high inflation, even after these changes, the level of medical salaries remained low.
