Bekeshev proposes to introduce a self-ban on real estate registration

Deputy Bekeshev has proposed to citizens the option to impose a self-ban on the registration of their real estate properties. The draft law has already been posted on the website of the Jogorku Kenesh for discussion.

According to him, cases of real estate fraud have increased in the country, where unscrupulous individuals, using psychological pressure and trust, force citizens, especially elderly people, to sell or re-register their homes, leading to the loss of property rights.

Bekeshev emphasizes that particularly vulnerable are lonely elderly individuals who, due to their age, health, or lack of legal literacy, most often become victims of such actions.

As the deputy claims, existing legislative measures often prove insufficient to protect citizens' rights. Recovery from fraudulent transactions requires significant time and financial costs, and does not always lead to the full return of lost property.

In this regard, Bekeshev proposes to implement a self-ban mechanism that allows property rights holders to independently establish a ban on the registration of their real estate properties.

Once this ban is entered into the Unified State Register, it will serve as the basis for refusing state registration of the transfer of rights or encumbrance of property, unless otherwise specified by law.

Thus, citizens will have more time for reflection, consultations with lawyers or trusted individuals, which will help identify possible attempts at fraud.
