Codes are being rewritten too often. The Ministry of Justice proposes to introduce a limit on amendments.
Deputy Minister Sayra Izakova emphasized that frequent changes in legislation make it difficult for people and businesses to understand the norms, leading to a loss of trust in the legal system and unstable functioning of the norms.
In order to streamline the process, it is proposed to make amendments to the codes no more than once a year. Exceptions will be made in cases where changes are initiated by the president or the Constitutional Court. It is important to note that such restrictions are already in effect in the Tax and Digital Codes.
The Deputy Minister also reminded that this bill had previously been considered by the committee, but at that time the deputies returned it for revision. The question of whether these restrictions will apply to the deputies of the Jogorku Kenesh is planned to be discussed in the second reading.
Ultimately, the deputies expressed support for the concept of the bill.
