The committee approved the initiative to ban amendments to the codes more than once a year.
She emphasized that the noticeable practice of frequent amendments to the codes creates legal risks, which negatively affects business and investments. "We propose to establish a rule that amendments to the codes should not be made more than once a year," she added.
However, exceptions are provided: changes may be made by decision of the president or the Constitutional Court. Notably, the Tax and Digital Codes already operate on this principle. All changes will be prepared by the government and then presented as a single bill once a year. The initiative covers 17 out of 19 existing codes, as Izakova clarified.
Suyunbek Omurzakov, the chairman of the committee, mentioned that the bill had previously faced criticism, but representatives of the Ministry of Justice assured that the amendments would not affect the activities of the deputies.
As a result, the bill was approved by the deputies in the first reading.
