The Ombudsman Institute Found Violations in Colony No. 27. Comment from the State Penitentiary Service of the Kyrgyz Republic
According to information from the Penal Correction System, there are currently 1,101 convicts serving their sentences in the colony.
The total area of the colony is 7.27 hectares, and its designed capacity is 1,200 places. There are three dormitories on the territory that can accommodate 980 people, as well as specialized zones for convicts associated with extremism and terrorism, and for those who previously served in law enforcement agencies. There is also a dormitory for 100 places for convicts working in economic services, and a rehabilitation center "Ak niyet," intended for the social rehabilitation and adaptation of program participants.
According to this agency's information, at least two square meters of living space should be allocated for each inmate. However, the Penal Correction System claims that the placement of convicts in Institution No. 27 meets these standards.
The Penal Correction System also noted that inmates are provided with everything necessary, including bedding, personal hygiene items, and three hot meals a day. In this regard, the agency believes that the claims of overcrowding and lack of living space made by the Ombudsman Institute are not true. Furthermore, work on ensuring the rights of convicts is carried out regularly and on an ongoing basis," the Penal Correction System added.
