Inmate Irina Karamushkina Asks Sadyr Japarov for Clemency

Irina Karamushkina, who previously held the position of a deputy in the Jogorku Kenesh, has appealed to President Sadyr Japarov for clemency. This information was announced by her lawyer, Askar Alymkulov.

The petition was submitted in December 2025 through the administration of the correctional facility where Karamushkina is currently located, in the penal institution in the village of Stepnoye.

The lawyer noted that the appeal states that the courts ignored the witness testimonies of the victims and also mentioned that the house subject to confiscation was acquired legally. Additionally, Karamushkina referred to her age, her family, and her elderly mother, requesting to be released from further serving her sentence.

It is reminded that the Bishkek City Court increased the penalty for Karamushkina, extending her imprisonment to eight years in a case related to the events in Koi-Tash.

This criminal case has been under consideration in court since 2022 and includes episodes concerning the Bishkek CHPP, the Dastan plant, and land plots. Among the accused are the names of former Minister of Internal Affairs Abdylldy Suranchiev and Minister of Energy Askarbek Shadiev. A total of 20 people are involved in this case, 12 of whom are connected to the events in Koi-Tash.

Former President Almazbek Atambayev was released by the court in February 2023 for medical treatment. Since then, he has traveled to Spain and has not returned to Kyrgyzstan.

On August 7, 2019, the special forces of the GKNB attempted to storm Atambayev's residence in Koi-Tash. The next day, a joint operation by the Ministry of Internal Affairs and the GKNB was conducted to detain the former president. During clashes with his supporters, who threw stones and set tires on fire, 136 people were injured, and one special forces officer was killed by gunfire.

Several criminal cases have been initiated against the former head of state, including charges related to the riots in Koi-Tash on August 7-8, 2019, corruption, and money laundering. He has also been charged with the illegal issuance of passports to Turkish citizens and organizing mass riots in October 2020, but Atambayev was acquitted of these charges.
