According to Jalilov, the existing legislation allows landowners to freely dispose of their plots, provided that it does not harm the environment. However, the lack of a clear connection to food security creates a legal loophole that allows these resources to be used to the detriment of national interests.
The draft law introduces an obligation for landowners and tenants to ensure the preservation of soil fertility and to prevent actions that contribute to the degradation of agricultural land.
Furthermore, if the transformation of particularly valuable agricultural land is initiated for commercial development, the amount of compensation for damages doubles.
If it is established that the land plot has been intentionally degraded with the intention of changing its status to a less valuable one, its expropriation is permitted. The use of methods that lead to the loss of fertility or pollution of agricultural land will be punishable by fines: for individuals — 30 calculation indicators (3,000 soms), for legal entities — 130 calculation indicators (13,000 soms).
