From Monday to Friday, there are between 110 and 120 controllers working in municipal parking lots in Bishkek. However, with the introduction of an automated payment system, they will find themselves out of work. This information was announced by Kubanychbek Imanaliev, a specialist from the city administration, on the air of "Birinchi Radio."

According to him, most controllers work in areas such as the "golden square," as well as near markets and on the central streets of the city.

“Controllers have a contract with the municipality, and they are dressed in red vests with badges. They accept payments via personal QR codes or cash. Many car owners are dissatisfied that controllers use their own QR codes instead of those from the municipality; however, this is due to the terms of the contract, which require them to collect a certain amount depending on the number of parking spaces. Controllers collect money throughout the day and transfer it to the municipality's account in the evening, which is legal,” explained Imanaliev.

He also noted that controllers always meet their targets, but in case of bad weather conditions, they sometimes have to cover expenses out of their own pockets to fulfill the terms of the contract.

Kubanychbek Imanaliev added that conflicts often arise in parking lots due to the human factor.

“Some drivers do not want to pay 25 soms, and sometimes controllers charge 30-50 soms instead of the required 25. There are cases when a driver leaves their car for the whole day, which is unprofitable for the operator due to the lack of shifts. This leads to disputes, but we resolve these issues,” he said.

In municipal parking lots in Bishkek, the cost is 25 soms from 8:00 AM to 8:00 PM, regardless of the duration of parking. From 8:00 PM to 8:00 AM, parking is free.
The city has 47 municipal parking lots.

The city administration plans to implement hourly payment based on zones. A total of three zones are expected to be created.
