Kongantiev represented electoral district No. 21 (Lenin District of Bishkek) and received 13,379 votes from voters. In parliament, he was a member of the deputy group "El ümitü Ata-Jurt" and held the position of chairman of the committee on industrial policy, transport, fuel and energy complex, architecture, and construction.
Previously, the following deputies also resigned their mandates:
- Eldar Sulaymanov;
- Nurlanbek Turgunbek uulu;
- Kunduzbek Sulaymanov.
In addition, Janar Akayev also left his position as a deputy due to his appointment as the mayor of the city of Osh.
