Former head of Kumtor Tengiz Bolturuk asks the president to initiate a review of his case

He considers this necessary for restoring his reputation and complete acquittal.


Tengiz Bolturuk, who previously held the position of external manager of the Kumtor mine and was convicted of corruption, published an appeal on social media to President Sadyr Japarov requesting a review of his case due to new circumstances that have emerged.

According to Bolturuk, a review is necessary for his full rehabilitation and restoration of his good name.

The former head of Kumtor claims that mistakes made by certain members of the presidential entourage were the cause of his imprisonment, which also negatively affected his reputation as an international expert.

He expressed concern about a possible legal precedent that could violate the Global Agreement (GAA), which is already causing worry among his Canadian colleagues and lawyers.

In his appeal, Bolturuk also emphasized that he has developed a comprehensive strategic development plan for Kyrgyzstan until 2030, which he believes can yield significant results in the near future.

BolTuruk offered the president cooperation for the country's development, noting that it is necessary to restore justice and ensure legal purity for this.

He also called for a review of the case considering the new circumstances and provisions of the GAA, in order to recover the illegally paid fine and obtain the salary arrears from the holding.

In 2022, the General Prosecutor's Office initiated three criminal cases against Tengiz Bolturuk, claiming that the damage caused to the state amounted to 1 billion soms. He was arrested and placed in a pre-trial detention center, but did not admit his guilt. In 2023, the Pervomaisky District Court of Bishkek found him guilty and imposed a fine of 800,000 soms.

Together with other defendants in the case, Bolturuk reimbursed about 845 million soms, which allowed him to avoid imprisonment.
