The purpose of the document is to organize parking space and reduce congestion on city roads. The city administration emphasized that unmanaged parking contributes to an increase in the number of cars and exceeds the capacity of the transport network, especially in the central part of the capital.
According to the proposal, paid parking will be introduced in the central zone of Bishkek. It is expected that the cost will range from 30 to 50 soms per hour.
With the implementation of an automated payment system, the rate will be 30-50 soms for the first two hours, and then 20 soms for each subsequent hour.
The municipality is confident that the introduction of paid parking will reduce traffic jams, organize vehicle movement, ensure comfortable pedestrian movement, and increase revenues for the city budget, which will help develop parking infrastructure.
Starting in 2025, the Code of Offenses will provide for penalties for evading parking fees. The fine for individuals will be 10 calculation indicators, while for legal entities, it will be 50 calculation indicators.
Additional Measures in the Parking Project
The draft resolution also contains rules for the operation and use of municipal parking lots.- The first 15 minutes in municipal parking is proposed to be free. After that, parking time will be charged at the established rate, and drivers will need to make payment before leaving.
- Parking control will be carried out using an automated time accounting system and video surveillance.
- Emergency service vehicles, such as ambulances, fire services, police, and emergency rescue services, will be able to park for free. Vehicles for people with disabilities will also be exempt from fees if they occupy designated spaces.
- At the same time, the owner is responsible for the risk of theft or damage to the vehicle on the parking premises.
- All revenues from the operation of municipal parking lots will be directed to the budget of Bishkek.
First Zone
The area bounded by the streets Bokonbaeva, Ibraimova, Frunze, and the Young Guard Boulevard, as well as the streets around markets, mini-markets, and shopping centers, regardless of their location.
Rate: 50 soms for the first two hours, then 20 soms for each subsequent hour.
Second Zone
The area bounded by Akhunbaeva Street, the avenues of Jibek Jolu, Chingiz Aitmatov, and Fuchik Street, excluding the first zone.
Rate: 40 soms for the first two hours, then 20 soms for each subsequent hour.
Third Zone
All other streets in Bishkek not included in the first two zones.
Rate: 30 soms for the first two hours, then 20 soms for each subsequent hour.
