"Investigator Decides the Fate of the Business." Address by Kanat Ismailov
According to Ismailov, a few days after recording the video, he left Kyrgyzstan and went to the USA.
“If it is God's will, I will return on the day when justice prevails. It makes no sense to appeal at this time. The times are tough — the fate of a person and his business is decided by one investigator or law enforcement officer. I see only one way out — to leave,” he said in his address.
In the video, Ismailov addresses President Sadyr Japarov, describing the situation surrounding his business. The entrepreneur, who has been in business for over 30 years, more than 20 of which are in construction, talks about the problems faced by entrepreneurs.
He notes that criminal cases are initiated against those who try to "raise their heads," accusing them of corruption, which leads to pressure on their business from investigative bodies.
“Any businessman can be handed over to 30–40 investigators, who act like soldiers — they are simply ordered from above. Cases are initiated based on statements, and the business is effectively taken away,” he stated.
Ismailov mentioned that his company has implemented numerous large projects, including the construction of boarding houses and tourist facilities on Issyk-Kul, as well as various projects in Bishkek. However, many of them have been suspended due to pressure and actions from investigative bodies.
According to him, some of the leaders and employees of the companies have been subjected to interrogations and detentions, which forced some specialists to leave their jobs.
“We took out loans, built facilities, and developed projects. But due to constant inspections and pressure, everything has come to a halt,” Ismailov added.
The entrepreneur called on the head of state to pay attention to the problems related to pressure on business and expressed his willingness to meet in person to provide more details about what is happening.
At the time of writing this article, there were no official comments from government agencies regarding Ismailov's statements.
