The Audit Chamber identified serious violations in the Ministry of Culture

As a result of the audit conducted by the Accounts Chamber, significant violations were identified in the financial activities of the Ministry of Culture, Information and Tourism of the Kyrgyz Republic, as well as in the institutions subordinate to the ministry.
The audit covered the period from January 1 to December 31, 2024.

Following the audit, it became clear that internal control over financial discipline was ineffective. This led to numerous instances where legal requirements and internal procedures were not followed.

In particular, significant violations were found in areas such as payroll, public procurement, and accounting for material assets.

Additionally, procedural errors occurred during public procurement and contract signing. It was established that advance payments on contracts exceeded 10 percent, and some procurements were carried out without the necessary monitoring.

The audit also revealed financial and procedural discrepancies regarding labor costs, travel expenses, use of state property, as well as accounting and financial reporting. In some cases, there were unjustified overstatements of the cost or volume of construction and installation works.

The results of the audit were discussed at a meeting of the Accounts Chamber Council, where recommendations were made and directives were issued aimed at improving financial discipline, addressing identified shortcomings, and ensuring the targeted use of budget funds.
