As a result of the audit, numerous violations were identified related to non-compliance with legislation in the area of accounting, recognition, and depreciation of fixed assets. The total amount of these violations amounted to 1 billion 768.7 million soms, which occurred due to the untimely capitalization of costs, including capital repairs. This creates risks of distorting the real value of assets and lowers the reliability of financial reporting.
The audit also revealed that necessary measures were not taken to collect payments, penalties, and fines for the budget, which led to violations amounting to 245.6 million soms. Despite the existence of penalties for contractors for untimely completion of work, insufficient control mechanisms contributed to this problem.
Additionally, excessive expenses were identified for the payment of salaries and other monetary rewards to employees, totaling 150.2 million soms. This violation occurred due to the incorrect application of regulatory acts and internal provisions.
Serious violations were also found in the use of budget funds for capital investments and construction works, with a total amount of 61.1 million soms. In particular, for a number of projects, the volume of work was unjustifiably inflated by 22.6 million soms, and defects were discovered amounting to 38.4 million soms.
Furthermore, auditors recorded violations in the procedures for public procurement and in the formation of investment projects funded by the republican budget. Problems with insufficient funding for the Road Fund were also identified. These circumstances highlight the need to enhance accountability in decision-making that affects the development of the sector.
As a result of the audit, written recommendations and directives were sent to address the identified shortcomings. Attention was also drawn to the necessity of a legal assessment of the identified facts, and the issue of holding responsible officials accountable should be considered in the established manner.
