Municipal taxi service in Osh has not justified itself, so the investor took back the cars, - city hall representative

Today, March 4, the issue of the municipal taxi service was discussed at a meeting of the Osh City Council.

Deputy from the "Jañy Kyrgyzstan" faction Ulukbek Ikhtiyarbek uulu raised the topic of "Osh Taxi," which opened last year:

“What is happening with ‘Osh Taxi’? Is this a project of the mayor's office or something else?”

In response, Deputy Mayor Masuda Aydarbekova said:

“The municipal enterprise ‘Osh Taxi’ was transformed into the transport management service of the mayor's office. We also liquidated the municipal parking lot, and its functions were transferred to the new service.”

Ulukbek Ikhtiyarbek uulu:

“We are aware, but how much funding was allocated for this project?”

Masuda Aydarbekova:

“No funds were allocated for the taxi.”

“Then where did the 50 cars come from?”

Head of the Department of Urban Development and Municipal Property of the Osh Mayor's Office Mirlan Kazybay uulu explained:

“This happened during my time. The cars were brought in by an investor. However, since the project did not meet expectations, the investor took them back. Not a single penny was spent from the budget on this,” he reported.

Ulukbek Ikhtiyarbek uulu:

“If the cars were brought in, were they transferred to the mayor's office's balance? Or were they used without being transferred?”

Mirlan Kazybay uulu:

“They were not placed on the balance. Initially, the cars just stood still, then they operated for 1-2 weeks. Since the project did not justify itself, they were taken back.”
We remind you, a new municipal taxi service began operating in Osh on August 27, 2025.

According to city authorities, initially 20 cars were put into service, and now, thanks to 10 cars transferred from the city of Jalal-Abad, the number of vehicles exceeds 30. All cars in the taxi service are electric and hybrid. Currently, an application for the service is being developed, and a manager has not yet been appointed.

The creation of a municipal taxi service is expected to contribute to increasing the city's budget revenues. According to the mayor's office, a contract has been signed for the free use of the application for a period of 6 months. If the results during this period are insufficient, alternative options for operation will be considered.

In September 2025, it became known that Osh plans to attract another 1 billion soms in loans from the republican budget. The issue of consent to receive the budget loan and its collateral was discussed at the city council session.

At that time, the head of the finance department Kanybek Abdykadyrov reported that the 1 billion soms loan would be used for the development of the infrastructure of the city of Osh, with the city bus station serving as collateral.

“The loan term will be 6 years, with an interest rate of 1%,” clarified the city's chief financier.

Former Osh Mayor Jenishbek Toktorbaev reported that in September last year, the revenue from the municipal taxi service amounted to 25,000–35,000 soms per day.

“Additionally, we acquired 4–5 tow trucks, which bring in 45,000–50,000 soms daily. We also purchased 30 charging stations for electric vehicles, of which 10 have already been installed. If time permits, we will put them into operation in the coming days. This will provide an additional 5,000–7,000 soms per day,” the mayor added.

“Our goal is to increase the mayor's office budget and offer services of higher quality than private companies,” he noted.

At the end of July 2025, Toktorbaev reported that 119 units of special equipment worth 500 million soms had been received in Osh, allocated from the republican budget.

“Thanks to the support of President Sadyr Nurgozhoevich [Japarov] and the Chairman of the State Committee for National Security Kamchybek Tashiev, the city was allocated 500 million soms. This money was used to purchase special equipment. Tomorrow we will discuss the terms of cooperation with the patrol police [Osh City Department of Internal Affairs]. Our equipment will work instead of private tow trucks. Of the 2,500 soms fine, 1,500 will go to the city budget,” he noted at that time.
